Tourism and Hospitality in the Dominican Republic

A practical guide to Dominican hotels: 2025 tourism data, regional demand, CONFOTUR incentives, development approvals, deal structures and due diligence risks.

Tourism and hospitality: an operating-business perspective

Dominican hospitality projects combine a property asset, an operating business and a regulated development process. A strong destination narrative cannot substitute for verified land rights, an achievable construction budget or a credible operator. This guide explains how to investigate hotels, resorts and related tourism infrastructure. It provides general information, not investment, legal or tax advice, and makes no promise of returns.

At a glance

Indicator

Year

Reported figure

Source and scope

Total visitors

2025

11,676,901

MITUR, combined air arrivals and cruise passengers

Cruise passengers

2025

2,815,732

MITUR, maritime visitors

Nonresident air arrivals

2025

8,860,709

Banco Central, foreign and Dominican nonresidents

Tourism receipts

2025

US$11,318.5 million

Banco Central, preliminary full-year results

These series have different definitions and publication vintages. MITUR's visitor total includes cruise passengers; it is not a count of overnight hotel guests. Banco Central's air series is reported separately rather than forced to reconcile with the ministry's announcement. Tourism receipts are national external-sector earnings, not hotel profits or a project's addressable revenue. Preserve those distinctions in any investment memorandum.

Market: match the region to the product

Start with a catchment study rather than national arrival growth. Punta Cana and Bávaro are useful reference markets for beach resorts and international leisure distribution. La Romana and Bayahíbe warrant analysis of resort positioning, excursions and airport access. Puerto Plata and the north coast require separate examination of overnight demand and cruise activity. Santo Domingo calls for an urban hotel study covering business, meetings, cultural travel and weekday patterns. Samaná involves its own access, seasonality and environmental questions.

These are research starting points, not claims that every site supports a new hotel. Review competing properties by segment, location, condition, distribution channel and opening pipeline. Ask an independent hospitality consultant to test achievable room rates, occupancy, food and beverage spending, staffing and refurbishment needs. Examine monthly demand, not simply annual averages, and distinguish contracted operator forecasts from independently supported assumptions.

Pedernales and other emerging destinations need particular care around infrastructure delivery and project dependencies. An announced road, airport improvement or public tourism initiative should not be treated as an available service. Check actual travel times, utility capacity, staff accommodation requirements and supplier logistics. Where infrastructure is incomplete, allocate its cost and delivery responsibility explicitly before valuing the land.

Legal framework and CONFOTUR incentives

Law 158-01 establishes the tourism development incentive framework and CONFOTUR's role. Read it together with amendments, particularly Law 195-13, rather than relying on the original text alone. Eligibility is an administrative and legal question concerning the actual project and approved activity. A hotel's location or a seller's marketing statement does not demonstrate that benefits have been granted.

DGII describes exemptions involving qualifying income, company formation or capital increases, real estate transfers, property taxation and eligible construction or initial-equipment imports and ITBIS. The applicable beneficiary, taxable event, approved scope and implementation requirements matter. Do not assume every payment to an owner, contractor, lender or investor is exempt merely because the project has tourism classification.

Obtain the complete CONFOTUR resolution, approved plans, supporting certificates and correspondence with the tax authorities. Counsel should verify the applicable incentive period, commencement trigger, remaining term and treatment of any acquisition, expansion or change of use. The financial model should show both documented incentives and a case without unconfirmed relief. Classification does not replace environmental authorization, construction permission or proof of ownership.

Deal structures and operating contracts

A hotel investment may involve shares in a project company, a joint venture with a landowner, acquisition of an operating property, or financing secured against project assets. Each structure allocates historic liabilities differently. A share acquisition requires scrutiny of the existing company's tax, employee, litigation and contractual exposures. An asset transaction still needs a documented transfer and careful treatment of permits, contracts and operating continuity.

Separate ownership from operation in the document review. A management agreement, franchise arrangement or lease changes who bears payroll, working capital, maintenance and commercial risk. Compare base and incentive fees, brand standards, required capital spending, termination rights and owner approval powers. A recognizable brand is not a guarantee of profitability, financing or timely opening.

For a joint venture, document land valuation, cash contributions, completion support, dilution, reserved decisions and related-party procurement. Define how additional capital is requested and what happens if a partner cannot contribute. Distribution rules should recognize lender covenants, operating reserves and replacement needs. Exit provisions require a practical buyer universe and transfer mechanics, not an assumed refinancing date.

Hotel development process and permits

Establish site control. Verify title, seller authority, boundaries, access and registered burdens. Request an updated certification of legal status and commission independent survey and site investigations.

Test feasibility. Coordinate concept design, hotel market analysis, geotechnical work, water balance, wastewater design and infrastructure costing before finalizing the development budget.

Map approvals. Identify municipal planning conditions, tourism-sector requirements and applicable coastal or protected-area restrictions. Use qualified local professionals to confirm the project-specific sequence.

Secure environmental authorization. The environment ministry administers the evaluation system under the environmental framework. The required assessment depends on project classification and impacts. Treat mitigation and monitoring commitments as operating obligations.

Obtain construction authorization. Coordinate the MIVED construction licensing process through the Ventanilla Única de la Construcción. Confirm the authority's current requirements and exactly what any partial authorization allows.

Prepare opening. Track inspections, commissioning, applicable operating permissions, staff recruitment, insurance, supplier contracts and preopening working capital. A completed building is not automatically ready to trade.

Key risks and practical controls

Demand and distribution: stress-test weaker air connectivity, source-market concentration, tour-operator bargaining power and booking cancellations. Distinguish gross room revenue from net receipts after commissions.

Construction and procurement: review scope gaps, imported equipment, currency exposure and long-lead items. Require independent cost reporting, change-order controls and realistic contingency funding.

Climate and environment: investigate hurricanes, flooding, erosion, coastal conditions, water availability and wastewater capacity. Obtain site-specific engineering and insurance advice rather than generic destination assurances.

Execution and liquidity: test delayed approvals, slower opening and operating losses during stabilization. Confirm who funds overruns and whether committed capital can actually be drawn.

Governance: verify beneficial ownership, conflicts, contractor affiliations and reporting rights. An attractive rendering cannot resolve a weak control environment.

Next steps

Build a controlled data room containing title evidence, technical studies, approvals, incentive documentation, operator terms, funding commitments and an independently reviewed budget. Record unresolved issues, responsible parties and closing conditions. Reconcile the same room count, scope and timetable across every document before negotiations progress.

Sponsors can present documented opportunities through for projects; prospective capital partners can describe their criteria through for investors.
